五陽(yang)煤礦牢固(gu)樹立“風險可(ke)控、事故可(ke)防(fang)”的安(an)全(quan)(quan)理(li)(li)念,以(yi)消除(chu)“人(ren)的不安(an)全(quan)(quan)行為”和“物(wu)的不安(an)全(quan)(quan)狀態(tai)”為目標,奏響(xiang)安(an)全(quan)(quan)素質提(ti)升、安(an)全(quan)(quan)責任落(luo)實(shi)、安(an)全(quan)(quan)防(fang)控“三部(bu)曲”,推動(dong)安(an)全(quan)(quan)生產治理(li)(li)模式由“事后處置”向“事前預防(fang)”轉型,夯實(shi)高(gao)質量發展基礎(chu)。
譜寫素質提升“進行曲”
日前,五陽煤礦模擬“因上級(ji)雙電源突(tu)發事(shi)故導(dao)致礦井大(da)面停(ting)電事(shi)故,且30分鐘內無(wu)法恢(hui)復供電”,開展大(da)面積停(ting)電事(shi)故及應急撤人(ren)演練(lian),演練(lian)結束后(hou),立(li)即對整個演習進(jin)行復盤,查找分析(xi)演練(lian)存在的問題和不足,進(jin)一(yi)步(bu)改進(jin)和優化預案流程和措施。這是該礦有效提升各級(ji)人(ren)員安全(quan)綜(zong)合素質的一(yi)個縮影。
圍繞(rao)本安(an)隊(dui)伍建設,該礦強化安(an)全宣傳教(jiao)育(yu)(yu)引導,持續開展安(an)全宣傳 “五進”活動(dong)(dong)(dong),組織(zhi)(zhi)全員開展安(an)全生(sheng)(sheng)產、應急(ji)管理(li)和消防(fang)知識(shi)以(yi)(yi)及(ji)自救(jiu)互(hu)救(jiu)技能等(deng)內(nei)(nei)容的專題培訓,以(yi)(yi)崗位為(wei)(wei)單元,以(yi)(yi)安(an)全法律法規為(wei)(wei)重(zhong)點(dian),以(yi)(yi)激勵約束機制為(wei)(wei)驅動(dong)(dong)(dong),以(yi)(yi)信息化平(ping)臺建設為(wei)(wei)載體,實施以(yi)(yi) “一(yi)冊、一(yi)庫、一(yi)訓、一(yi)試、一(yi)平(ping)臺”為(wei)(wei)主要內(nei)(nei)容的全員素質提升工程,不斷完善員工素質提升機制。強化典型案例(li)警示教(jiao)育(yu)(yu),組織(zhi)(zhi)集中觀看 《生(sheng)(sheng)命(ming)重(zhong)于泰山(shan)》《瞞禍》《黑色三分鐘,生(sheng)(sheng)死一(yi)瞬(shun)間》和各類典型事故案例(li)警示教(jiao)育(yu)(yu)片(pian),教(jiao)育(yu)(yu)引導員工切實把(ba)別人(ren)的事故當成自己的教(jiao)訓,舉(ju)一(yi)反三、主動(dong)(dong)(dong)防(fang)范。
彈好責任落實“合奏曲”
五陽煤礦堅持推行目標“契約化”管理,按照“橫向到邊、縱向到底”原則,層層簽訂(ding)安(an)全承諾(nuo),進一步(bu)壓實安(an)全主體責(ze)任(ren)、業務(wu)保安(an)責(ze)任(ren)、安(an)全監管責(ze)任(ren),有效(xiao)推動各項任(ren)務(wu)措(cuo)施落地(di)落實。
該礦健全(quan)完(wan)(wan)善安全(quan)責(ze)(ze)任制(zhi)體(ti)系,建立(li)“橫向到(dao)邊、縱向到(dao)底”覆蓋全(quan)礦的(de)(de)網格包保“一張網”。特(te)別(bie)是(shi)針對存在責(ze)(ze)任交叉、邊界不明、容易推諉(wei)扯(che)皮的(de)(de)事(shi)項,按照“誰(shui)主(zhu)(zhu)管(guan)誰(shui)牽(qian)頭、誰(shui)為(wei)主(zhu)(zhu)誰(shui)牽(qian)頭、誰(shui)靠近誰(shui)牽(qian)頭”的(de)(de)原則,明確責(ze)(ze)任,織(zhi)密織(zhi)牢責(ze)(ze)任網。持續深(shen)化“六(liu)查”工(gong)作(zuo)機制(zhi),建立(li)“六(liu)查”工(gong)作(zuo)兩閉合(he)流(liu)程圖,完(wan)(wan)善各級人(ren)員“六(liu)查”工(gong)作(zuo)檢查清(qing)單,以(yi)“列定清(qing)單、每日反饋、每周評價、每月研(yan)判(pan)、責(ze)(ze)任追溯”流(liu)程管(guan)控為(wei)抓(zhua)手,深(shen)入排查、研(yan)判(pan)問題根(gen)源所在。針對突(tu)出問題、主(zhu)(zhu)要(yao)矛盾,堅(jian)持系統分管(guan)為(wei)主(zhu)(zhu)導、專業科(ke)室為(wei)主(zhu)(zhu)干、基(ji)層隊組為(wei)主(zhu)(zhu)體(ti),從“八(ba)項措施”通盤考慮,科(ke)學(xue)制(zhi)定方案,跟蹤落實整改,補齊管(guan)理短板。
演繹安全防控“交響曲”
五陽煤礦制定落實 “崗(gang)位風(feng)險(xian)(xian)查詢提醒”機(ji)制,要(yao)求(qiu)各級管理人員隨(sui)身攜帶《崗(gang)位風(feng)險(xian)(xian)查詢提醒卡》,對作業人員履(lv)職情況進行監督檢(jian)查。這是該礦聚焦人的(de)不安全行為(wei),強化風(feng)險(xian)(xian)管控的(de)重要(yao)抓(zhua)手。
