重(zhong)拳出擊反“三(san)違(wei)(wei)”。該礦嚴格執(zhi)行(xing)“三(san)違(wei)(wei)”“5+N”流(liu)程管控(kong)機制,強化(hua)標準(zhun)學習、安(an)(an)全(quan)承諾等(deng)五項基(ji)礎(chu)管控(kong)措施(shi)及(ji)(ji)深層幫教、回訪評(ping)(ping)價(jia)(jia)等(deng)多項提升(sheng)措施(shi),全(quan)面推行(xing)“三(san)違(wei)(wei)”查(cha)處(chu)現(xian)場(chang),嚴格執(zhi)行(xing)“立即喊停、直接講述后(hou)果、直接講述標準(zhun)”現(xian)場(chang)直接幫教及(ji)(ji)評(ping)(ping)價(jia)(jia)模式(shi)(shi),精準(zhun)實施(shi)“三(san)違(wei)(wei)”人員(yuan)“5+1”管控(kong)模式(shi)(shi),強化(hua)“過五關+一返(fan)還(huan)”閉合(he)流(liu)程管控(kong),重(zhong)點實施(shi)安(an)(an)全(quan)站位及(ji)(ji)禁區、禁令與(yu)安(an)(an)全(quan)風險(xian)聯合(he)管控(kong),以現(xian)場(chang)風險(xian)辨(bian)識為基(ji)礎(chu),強化(hua)站位標準(zhun)及(ji)(ji)紅線禁區基(ji)礎(chu)管控(kong),多措并舉,全(quan)面提升(sheng)礦井安(an)(an)全(quan)檢查(cha)水平及(ji)(ji)“三(san)違(wei)(wei)”幫教效果,引導和教育員(yuan)工(gong)形成良好(hao)的(de)安(an)(an)全(quan)習慣。
頻(pin)頻(pin)“亮劍”治隱(yin)患(huan)。該礦實施(shi)“1+4+1+N”安(an)全風(feng)(feng)險(xian)(xian)(xian)(xian)分(fen)(fen)(fen)級(ji)(ji)管(guan)(guan)(guan)控(kong)模式,深入開展年度辨(bian)識(shi)(shi)、專項(xiang)辨(bian)識(shi)(shi)、崗(gang)(gang)位辨(bian)識(shi)(shi)及變(bian)化因素辨(bian)識(shi)(shi),制(zhi)(zhi)定(ding)完(wan)(wan)善(shan)可(ke)靠的(de)管(guan)(guan)(guan)控(kong)措施(shi),分(fen)(fen)(fen)層級(ji)(ji)、分(fen)(fen)(fen)系統、分(fen)(fen)(fen)專業、分(fen)(fen)(fen)區(qu)域(yu)實施(shi)常態(tai)化分(fen)(fen)(fen)級(ji)(ji)管(guan)(guan)(guan)控(kong)。實行風(feng)(feng)險(xian)(xian)(xian)(xian)辨(bian)識(shi)(shi)評(ping)估結(jie)果“五進”應用機(ji)制(zhi)(zhi)、安(an)全風(feng)(feng)險(xian)(xian)(xian)(xian)動態(tai)管(guan)(guan)(guan)控(kong)機(ji)制(zhi)(zhi),推(tui)行崗(gang)(gang)位風(feng)(feng)險(xian)(xian)(xian)(xian)告知(zhi)卡(ka)、現場風(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)控(kong)牌、現場風(feng)(feng)險(xian)(xian)(xian)(xian)評(ping)估卡(ka),強(qiang)化風(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)控(kong)責任(ren)主(zhu)體向區(qu)隊(dui)、班(ban)組、崗(gang)(gang)位延伸,強(qiang)化人人知(zhi)風(feng)(feng)險(xian)(xian)(xian)(xian)、全員(yuan)控(kong)風(feng)(feng)險(xian)(xian)(xian)(xian)效防止苗(miao)頭性(xing)、傾向性(xing)事故發生。優化隱(yin)患(huan)“排查(cha)、治理(li)、督(du)辦、驗收、銷號”閉合流(liu)程(cheng),完(wan)(wan)善(shan)分(fen)(fen)(fen)級(ji)(ji)治理(li)、分(fen)(fen)(fen)級(ji)(ji)督(du)辦、分(fen)(fen)(fen)級(ji)(ji)驗收,全員(yuan)參與(yu)、全崗(gang)(gang)位覆蓋、全過(guo)程(cheng)銜(xian)接的(de)隱(yin)患(huan)排查(cha)治理(li)機(ji)制(zhi)(zhi),以“兩率”的(de)一(yi)升一(yi)降為突破,推(tui)行“六(liu)查(cha)”安(an)全管(guan)(guan)(guan)理(li)機(ji)制(zhi)(zhi),實施(shi)隱(yin)患(huan)動態(tai)分(fen)(fen)(fen)析研判機(ji)制(zhi)(zhi),實施(shi)主(zhu)要隱(yin)患(huan)定(ding)期“復盤”機(ji)制(zhi)(zhi),對(dui)主(zhu)要隱(yin)患(huan)、重復隱(yin)患(huan)、共性(xing)隱(yin)患(huan)找準癥結(jie)、靶向定(ding)位、精準施(shi)策,從管(guan)(guan)(guan)理(li)體系、制(zhi)(zhi)度流(liu)程(cheng)、標準執(zhi)行上實現系統性(xing)整改提(ti)升。
源(yuan)頭(tou)把(ba)控提(ti)(ti)(ti)質效(xiao)。聚力技(ji)(ji)術(shu)源(yuan)頭(tou)把(ba)控,該(gai)礦打(da)造“1351”技(ji)(ji)術(shu)管(guan)(guan)(guan)理、“12311”設(she)計(ji)管(guan)(guan)(guan)理雙體系,以“學標準、懂規程(cheng)、強(qiang)(qiang)執行(xing)”為引(yin)領,加(jia)(jia)強(qiang)(qiang)技(ji)(ji)術(shu)與創新例(li)會、技(ji)(ji)術(shu)診斷(duan)平臺(tai)建(jian)設(she),更(geng)新“工(gong)程(cheng)技(ji)(ji)術(shu)資料(liao)”知(zhi)識庫,加(jia)(jia)強(qiang)(qiang)技(ji)(ji)術(shu)管(guan)(guan)(guan)理人(ren)(ren)(ren)才隊伍建(jian)設(she),充分發揮(hui)專(zhuan)業副總、業務科室、基層隊組三個(ge)層次技(ji)(ji)術(shu)管(guan)(guan)(guan)理人(ren)(ren)(ren)員在創新創效(xiao)、精(jing)益(yi)算賬、自查自糾中的引(yin)領示范作用(yong)(yong),為全(quan)(quan)面(mian)提(ti)(ti)(ti)升技(ji)(ji)術(shu)管(guan)(guan)(guan)理水平和安(an)(an)全(quan)(quan)保(bao)障能力夯基固土。圍繞(rao)“機械化(hua)(hua)換人(ren)(ren)(ren)、自動化(hua)(hua)減人(ren)(ren)(ren)、信息化(hua)(hua)少人(ren)(ren)(ren)、智(zhi)能化(hua)(hua)無人(ren)(ren)(ren)”礦井(jing)“四(si)化(hua)(hua)”建(jian)設(she)目標,該(gai)礦加(jia)(jia)大“四(si)新”引(yin)進(jin)和推廣應用(yong)(yong)力度(du),突出“減人(ren)(ren)(ren)提(ti)(ti)(ti)效(xiao)、人(ren)(ren)(ren)少安(an)(an)全(quan)(quan)”,通過裝(zhuang)備(bei)提(ti)(ti)(ti)升、系統優化(hua)(hua)、工(gong)序改進(jin),全(quan)(quan)面(mian)提(ti)(ti)(ti)高礦井(jing)智(zhi)能化(hua)(hua)建(jian)設(she)水平,最大限度(du)減少“人(ren)(ren)(ren)的不(bu)安(an)(an)定因(yin)素(su)”,全(quan)(quan)面(mian)提(ti)(ti)(ti)升礦井(jing)安(an)(an)全(quan)(quan)管(guan)(guan)(guan)理水平,牢(lao)牢(lao)把(ba)握(wo)安(an)(an)全(quan)(quan)生產主動權。
